			<description>&#60;p&#62;Personally I experienced a similar issue in the past and the problem was caused by a third party plugin (Post Types Order). Try to deactivate all third party plugins and check if this solves the issue - if yes activate them one by one to find the conflicting one. In my case I just had to reactivate all plugins and everything worked flawlessly afterwards.

When I select the 3 menus from the pop downs on the 'Theme Location' option and save it seems to save but if I go to the front end it is still using the fallback menu structure. If I go back to the menu options and refresh the page the 3 pop downs return to being set to blank.&#60;/p&#62;
