If you want to change the behavior you need to write a custom function which hooks into the search query and redirects the user if just one result was found (if more than one result was found it doesn't make sense to show a single product page). The end result is we really can not modify if the search will pull up Tags. Relevanssi works quite good for the products post type (you need to select this post type in the options panel) and I see no reason why it shouldn't support tags.
