Yes because it will work with Propulsion (I haven't found major php/js conflicts yet) but "no" because Propulsion is not optimized for WP-ecommerce (no e-commerce templates, no prestyled css, no ajax cart integration, etc.). The only chance I see here is to develop your own template.
