The user (heavily) modified the theme (eg both top menus are missing, new menu on the left side, new content area layout, etc.). Probably he hired a freelancer to customize the website or a webdesign company sold him the customized theme. Obviously your best bet is to contact them however I can imagine that they won't help you for free... You can add a menu widget to the sidebar though. Go to Appearance > Menus and create a new menu. Then go to Appearance > Widgets and select the "Custom Menu" widget.
