If that is the case, you need to create a folder at the base of the theme and call it woocommerce , then copy from the plugin folder : /plugins/woocommerce/templates/cart/mini-cart.php and drop it into the base folder (only part i am not certain about is whether you should create the cart folder..... try it both ways.. but the point is ... in mini-cart.php .
