Yes because it will work with Propulsion (I haven't found major php/js conflicts yet) but "no" because Propulsion is not optimized for WP-ecommerce (no e-commerce templates, no prestyled css, no ajax cart integration, etc.). I'd recommend to use other shopping cart plugins - all plugins I tested with our themes can be found here: <a href="http://www.kriesi.at/support/topic/useful-plugins" rel="nofollow">http://www.kriesi.at/support/topic/useful-plugins</a> (see "Membership and E-Commerce Plugins:" section).
