Whenever a user is logged into their account and goes to the checkout to pay for a good they receive this error 'Action failed. Please refresh the page and retry.' - when they refresh the page it logs them out of their account?

This seems to be a problem with the php sessions - they're required for saving the user data/input and if this session data is missing on the checkout page woocommerce can't proceed with the checkout process. I'd contact the hoster and ask them to look into it. If they don't support session I'd wait for WooCommerce 2.0 which will use a cookie/transient based system instead of session.

Hi Jamie,
That error specifically is associated with a mailbox not being valid. You can try testing your servers mail function by using another mail plugin like Contact Form 7 and see if its configured correctly or try mailing the person directly.
Additionally, you should check with the hosting provider and make sure they don't have any spam prevention services running that would prevent you from sending any certain kinds of emails out.
