I would like to do some adjusts that I am not able to do.
1) I'd like to add banners like in this picture were they are shown in orange http://hdslr.com.br/hdslrBANNERS.jpg
2) Decrease the widgets areas from 350 to 250px.
3) I also wonder if the Feature Slider can be exposed in pages.

1) This isn't exactly supported in the theme. You might look into some of the ad plugins:

2) The width can be changed on line 1512 of style.css (wp-content/themes/newscast)

3) I don't believe you can include the feature slider, you can look over how it is done by opening index.php (wp-content/themes/newscast) and probably replicate without too much work. I'll let one of the other support staff verify that there is no shortcode available for this.
