adding A and B stills for videos in Eunoia

In Eunoia theme, am I able to have an A frame represent a video and then have a totally different image appear (B frame) when you hover over the image, WITHOUT needing to do any CSS?

if so, let me know how I can do that

No, that wouldn't be possible without adding in not only new css but php and a bit of javascript/jquery.
