Need advice on how to make the Page Widget work. Please note the linked screenshot.
How do I select and delete a page for the INCLUDE section (top). Same question for the EXCLUDE section. Nothing I do seems to create any change at all.

If I'm not mistaken the Pages widget you have displayed in the screenshot is not part of the Newscast theme so I am not able to offer support for it. This looks like the Advanced Pages Widget available on Code Canyon perhaps.
