Two questions about the cart page:
1) is it possible to have the “calculate shipping” button also on. Right now you have to click on it to see the fields every time you load the page, id like it to just automatically show all the time.
2) Is it possible to to have the cart totals and calculate shipping side by side. instead of cart totals then below calculate shipping. I’d like to have the calculate shipping on the left and then cart totals on the right in a two column layout.

You would need to look into a freelance developer for both of those. It’ll take creating a good chunk of new code to run through and change the layout and output of the cart page. I would guess maybe 3-4 hours of development depending on the developer.

I can understand the second one being a little more difficult but is the first question really a freelance level situation?
I’ve seen some pretty advanced stuff solved here I’m surprised there is no way to solve button issue.

Yes, it is a core function of WooCommerce and as far as I know would take a mini plugin of sorts to change it to be loaded in initially.
There very well could already be a solution out there but I’m not aware of it. Typically, we are only supposed to provide css fixes and report bugs but depending on the current queue and individual skill level and familiarity to an issue we may dig a little deeper.
I looked a bit for what it would take but didn’t really find anything that was close to relevant. Basically, the calculate button does a live calculation on request so the whole thing would need to be added into the cart page on load instead of on request.
If you are interested in having it done you can try somewhere like: https://codeable.io/
