To answer your question about the footer: The footer is composed of columns whereby each column is a widget area (sidebar) You should watch this video for more info on widgets and sidebars -> http://www.youtube.com/watch?v=p1J3Pty8SDo
In the backend if you click on Propulsion > Theme Options > Footer , you will be asked how many columns (widget areas/sidebars) you want to have in the footer. You currently have 4. Next go to Appearance > Widgets and on the right side you will see the 4 (or whichever number you selected of widget areas Footer- Column 1, etc... If you 'open up' the boxes for the columns, and then drag one of the widgets located on the left side of that page, you will add content to your footer. Again , please watch the videos I recommended to better understand basic Wordpress functionality.
