I am getting this message twice at the top of both front end and backend.

this looks like a problem with your WordPress installation itself. I have no idea what it means – you can try contacting the WP support forum. I would reinstall the complete installation. Before you undo all the work you’ve put in you should make sure you’re running the latest version of WordPress and the Propulsion Theme, just in case. Also try to deactivate your plugins.
