I am trying to create a flip effect over an image or text block like shown in below link:
(scroll down to section named ‘When you combine products …’ – when you hover over the 2 content boxes ‘Resident billing’ and ‘Payments’ it flips to show a blue box with different content in it.
Is it possible to create a similar effect in Enfold theme.

This is out of our support scope but we are more than happy to point you in right direction and let you know that yes it is possible with Enfold.
First turn on custom css class name support http://kriesi.at/documentation/enfold/turn-on-custom-css-field-for-all-alb-elements/
Add a text block with custom class and paste your custom html in it in text view and your custom css in Enfold > General Styling > Quick CSS.
