It is possible to create a menu at the footer botton for: home, privacy, terms and conditions, contact us.

yes – create a second custom menu under Appearance > Menus. Then go to the widhet section and drag’n’drop a the custom menu widget in a footer widget area. At least select the custom menu you created before.

But i mention to set a footer small menu at the right position of the last theme line where is the sentence:

You can change the footer text in footer.php
If you only want to add a couple of menu links here it’s easiest to hardcode the links, if however you want to add a dynamic menu here it can be done but isn’t easy. The Codex page on the wp_nav_menu function will help: http://codex.wordpress.org/Function_Reference/wp_nav_menu
