Having all toggles open isn't working

Hi There – I’m using the toggle shortcode function in the visual layout editor (which is awesome BTW).

I have 11 items and I want them all to be open at the same time – I’ve gone and added ’11’ in the ‘initial open’ option box however when I save it and view the page – only one is open. I have the option set to ‘multiple items open’ as well but this doesn’t work. How do I get all of the items to be open on page load?
