Hey,
you can change the notification bar text with the Propulsion option panel (I think it's the "theme options" tab).

paste this in quick CSS area and modify as you wish:

#top .callout{
text-align: center;
font-size: 26px;
color:#666666;
line-height: 1.4em;
padding:10px 0;
}

48 hours of hunting and I have found it!
'template builder' then 'front page' - open the tab with 'Text area call out quotes" and there you will find the "Hello and welcome stranger...". Works on mine...
