Just translate the theme (including the contact form) via poedit and the po file from this thread: http://www.kriesi.at/support/topic/japanese-language-for-blog-posts-title-and-menu – then save the result and upload the .mo file to your theme directory. You need to do some input field changes as well (all can be done via Contact Form 7 settings.
