I like the horizontal rule with flag. Can it be placed in the page text via a shortcode or is the flagged rule only available with the template builder ?

Yeah, I guess there is no shortcode for that. Meanwhile you can add this on your HTML editor.
<div class="hr hr_flag dynamic_el_3"> <div class="primary-background flag"> <span class="flag-text on-primary-color">Latest portfolio entries</span> <span class="flag-diamond site-background"></span> <span class="mini-seperator extralight-border"></span> </div> <span class="hr-seperator extralight-border"></span> <span class="primary-background seperator-addon"></span></div>Just change the "Latest portfolio entries" to the title you like.
