I would like for the social media buttons to appear in the header as well as the footer. Preferably, I would like them to appear by the Cart icon in the top right. Is this possible?

No, that is only for Propulsion. Since Replete has the floating social Icons it wouldn't really be applicable or practical. I think to work with Replete the social icon style would have to be completely re-done since the transparent squares would look odd in the header.
