I assume that the background file is referenced in the "Newscast - Light" CSS files which I believe cannot be accessed by the editor? I would download the CSS via FTP from the site (I haven't looked for it yet)...is the background of the Newscast them a solid (and rather large dimensions) gif or jpg? I want to change the dark grey header and add some additional artwork and texturing to the light area...

yes - yoi need to use a ftp software to access the file. The body background code can be found at the very top of css/syle1/2/3/4.css. The standard background image is: http://www.kriesi.at/themes/newscast/wp-content/themes/newscast/images/skin1/bg.png
