Hi,
You'll just want to add a target="_blank" to the HREF code like this:
<a target="_blank" href="http://www.bbb.org/western-washington/business-reviews/auto-detailing/metropolitan-detail-in-bellevue-wa-22644445"> <img class="alignnone" width="220" height="57" src="http://metropolitandetail.com/wp-content/uploads/2012/07/BBB_A.gif"> </a>I'm not sure how that works with JetPack in the mix. Personally, I would just use a simple "Text" widget.
