Picture Frame for embedded video

Hello,

i use the media elements->video in the layout builder to embedd a video (in a textblock) in a color section . a want that the video have a television frame (a png with transparency where the video appears). But cant get it to work properly because the video is responsive. how can i achieve the effect that is in the attached picture?

I think it should be done with css background.but on which div???
