I believe there are a number of plugins available that can do this if you aren't able to code something custom to your needs. Try searching the plugin database here: http://wordpress.org/extend/plugins/

Find this code inside footer.php:
</body>
above it place this code:
<div class="webchat"><img src="http://www.kriesi.at/wp-content/themes/eunoia/images/webchat-logo.png" alt="Web Chat" /></div>
Just replace <img src="http://www.kriesi.at/wp-content/themes/eunoia/images/webchat-logo.png" alt="Web Chat" /> with your webchat image.
Then add this code in your custom.css or Quick CSS:
.webchat {
position: fixed;
bottom: 20px;
right: 20px;
}Just adjust the bottom and right value. Hope this helps. :)
