   Hello,

   Great theme, congrats.

   I'm having problems with responsiveness not working in Internet Explorer 8 with Windows XP. Is it normal?

   Yes, because IE8 and older IE browsers (IE7,IE6) don't support css3 and media queries. Unfortunately media queries are essential for responsive web design and that's why older IE browsers won't support it. It's no big deal anyway because mobile devices with small screens (normally) don't use IE8/7/6 but they run modern browser apps (based on the webkit engine,etc.).instead.
