Hello,
Regarding Propulsion theme:
I really need bigger sidebar, about 300px in width. Will the theme stay responsive after I make minor CSS changes, page to 1020px and a sidebar to 300px, small changes in grid.css … or how difficult will be to adapt sidebar width changes?

Yes, it will stay responsive. You can modify the look of your website for mobile devices in grid.css. There's a lot of reference like this one http://webdesignerwall.com/tutorials/responsive-design-in-3-steps for responsive styling.
