I noticed that AUTHORS can also publish new slider entries. I do not want authors to be able to do this. My question is:

    1. Is there a reason why it is that way?

    2. If I only want administrators to be able to make slider entries, how can it be done?

Unfortunately the way the slider works is it assumes all authors who can post can make featured entires as well.

Oh no… my sites slider entries are for advertisements and I don’t want the authors fiddling around with them (by mistake or otherwise).

Is there a possible way around it? At least show “Publish for review” if the user is not an admin??? Can anyone help?

You can have a look at plugins like Role scoper: http://wordpress.org/extend/plugins/role-scoper/

They allow you to change article, category permissions, etc.
