Hi rizikos,
To my knowledge, Shoutbox does not make use of sticky posts feature which means you would have to add the functionality in. I could be wrong though so let me tag the rest of the support team to see if they know.

You can use a plugin like: http://wordpress.org/extend/plugins/post-types-order/
To give you manual control over which posts come first.
