When I go to create a new template I get an error saying that the server was unable to respond. When I refresh the page the template was created.
Now when I go to add an element I get the same error, but unfortunately I cannot refresh the page or I lose the changes...
I chmoded the wp-admin and wp-content folder to 777 and no difference
Strange...
Create a new thread and tell me what problems you are encountering and what you want to know. 
There is no step 3 :)
