How can I link the terms & conditions on the checkout page to a download PDF or something like that?

This would require some adjustments in the woocommerce core files. However you could add the download link to the terms & conditions and users can download the files from this page or you can try to use a redirection plugin and redirect the users to the pdf file when they try to access the terms & condition page.
