Replete supports the title tag but you need to insert/add the title/text manually. Go to Appearance > Menus and add any text into the title field of menu item. The advantage is that you can use a different link title and description text and you're not limited to the default page title.
It works for pages in mega menu but I am on about the custom links, these have url (creates a href) Navigation Label (creates link text) and Description (what you'd hope would create the a title but doesn't seem to get used anywhere)

At the top of the menus manager click on screen options and just check every box. Then add a custom link to your menu. It should like like this:

the title attribute disappears the minute you move the custom link within the mega menu - screenshot attached - bizzarely if i move the custom link out of mega menu I get the title field and can enter one, move it back into mega menu and although it disappears again it is then called...
Clunky but workable ;-)
